Burnside's plan was to cross the Rappahannock River at Fredericksburg in November and capture the Confederate capital of Richmond before Lee's army could stop him. Unfortunately, delays prevented Burnside from obtaining the bridges in time and Lee moved into position to block the crossings.

The US Navy has found a small island airfield occupied by Imperial Japan. They decide to do a reconnaissance mission over it, while the Japanese try to intercept them.
