Windhelm is an ancient city and the first city to be constructed in all of Skyrim. It sits on the northern bank of the white river and is an imposing sight. It is now used as base of operations for the stormcloaks and their leader/Jarl of Windhelm Ulfric stormcloak. About 42% done.
