If you see units/buildings randomly having their parts spread around the map, or moving with other player's character, thats a ROBLOX bug. Cannot fix. And it doesn't actually affect the game. Please read the Updates tab in the Help GUI. To create a Docks: You need a nearby building, just like normal, but you need to place the Docks on the outer edge of the Sand. You can use a Construction Soldier/Tank and turn it into a building to make a Docks near the beach, or just make a bunch of Houses towards the sand.
