After the fall of the great merge, HEAT needed to find somewhere they could meet, somewhere no one outside of HEAT could find. After the merge, HEAT took back all of it's previous grounds. So that the other military couldn't find them, the old sword grounds were placed on 70 high speed rockets, and boosted just inside of Flammas' atmosphere.
