Just an idea I had - Users have to pay for a house, although they can design it as whatever they want and the house stays their permanently. If they wish to have family members or friends stay in there house, they can stay for free. Small luxuries such as parks, etc will also be apart of the town. Starting off as a small community... Ending as a large community.
