The Bastion, City 1, North America

With the fall of the World's Governments to the Universal Union's Combine forces, North America was taken over, New York City being converted to City 1, and a large, intimidating structure, a clone of City 17's Citadel, The Bastion, erected at the site of the Empire State Building.
