Oh how it's good to return to Tracks! Whilst NR Test Place is essentially "Put random track in game and try things until it either works or I give up", Tracks now serves as a hub pretty much. Has a list of tracks you can teleport to, of which are in a moreso "final" state than what you'd see in Test Place. When updates to the cars are made, all tracks will have their cars updated accordingly, trying to stay true to their current setups without deviating too much, unless the setup is deemed bad from the start.
