After reprogramming GLaDOS, Aperture had trouble getting funding... after the er... "Accident" that caused GLaDOS to go insane. So, they decided to make a Neanderthal Extermination Occupant-Device, in order to compete with the Black Mesa HEV 2.0. Which was built to help Gordon Freeman kill any new alien invaders in the future.
