Cerulean Valley was a wide mountain range, but is now surrounded by construction sites of the upcoming metropolis of Cerulean City. Seek out the desk at the nightclub near the spawn to get help. You can't build anything for yourself, but feel free to get an apartment which you can edit with stamper.
