build

 - drag things by clicking and dragging

 - weld them together by pressing F while pointing at one spot, then 
pressing F again while pointing at another spot on another part.

 - break welds by pressing X while pointing at one part, then again on another part that it's welded to.

you can only weld parts you own, so drag them first. you can only take parts that aren't owned, which are the anchored parts sitting in the paved area.
