Devil Fruits spawn every 5 to 10 minutes under a random tree with varying rarities. Tier 3 Specials are the rarest and Tier 1s are the most common to find.

Haki is obtained randomly while fighting, with the chances being higher as your reputation increases.

Rokushiki can be obtained by reaching a certain amount of Respect as a Marine.

Grand Line has more chests, higher Haki chances, higher Devil Fruit spawn rates, higher bounty gain and bounty loss, higher Legendary Weapon chances, etc. The New World is the same but even more extreme. 
The Grand Line's requirement is 40,000 reputation and New World's requirement is 150,000 reputation
