This is basically a huge ziggurat to Sutek. A ziggurat was a type of temple that the Mesopotamians used and sacrificed people on an altar at the top. They also provided security as there are only 3 stairways up to the top. Also the highness of the temple made good ground for when the plains flooded. I decided to make up a god and call it Sutek.
